Virginia law defines a political action committee (PAC) as an organization, person, or group established or maintained to receive and spend contributions primarily to expressly advocate the election or defeat of a clearly identified candidate. Virginia law also distinguishes PACs from campaign committees, political party committees, referendum committees, and other types of political committees.
